The Transition 

HMRC is phasing out the Customs Handling of Import and Export Freight (CHIEF) system on 31 March 2023. The Customs Declaration Service (CDS) will be replacing it as the UK’s single customs platform.

The Customs Declaration Service supports the UK’s trade with both the EU and the rest of the world. 

HMRC will phase out CHIEF services in two phases:

30th September 2022

You will not be able to make import declarations using CHIEF.

31st March 2023

You will not be able to make export declarations using CHIEF and the National Export System (NES).

CDS Training Content 

Our course will cover the main differences between the two systems, the additional data requirements, functions, features and benefits of CDS and how to submit compliant declarations.

At the end of the course you will: 

  • Have access to a CDS customs declarations training environment

  • Understand the types of declaration that can be submitted through CDS 

  • Understand CDS data elements and their rules for completion 

  • Be able to relate CHIEF procedures to new CDS procedures and be clear on the differences between the two 

  • Be familiar with electronically creating, completing and submitting Customs declarations to CDS 

  • Be aware of the CDS system’s ways of working, including feedback messages, clearance procedures and error handling

 

The P2D Customs platform is directly linked into CDS and enables users to:

Simplify the submission of documentation into CDS for efficient submission of customs declarations 

Automate the creation of declarations using a single set of master data, collected from the supply chain

Reduce the manual intervention required for customs declarations, saving time and reducing errors

Enrich P&R and Commodity codes, automating the identification to improve accuracy
